We are European Citizens of German Origin, temporarily present in Italia. We had our firest vaccination in Germany, the second should have been given in Italy. We have a European Health Card and as house owners a codice fiscale According to the European Social Carta we have the right to have access to necessary treatment, vaccination is explicitely mentioned. The Campanian health service rejected our request on the base of the governments Decret 7/2021. Finally after severe intervention of the German Consulate I was vaccinated in mid July only by using my c.f., and I could download my green pass. The same was refused for my wife without any obvious reason. Again after Consulate my wife was vaccianted after being classified as E.N.I. which is illegal. Still today she is denied her green pass although fully vaccinated in Italy. All administrational units from local to regional and even national level remain unanswered, it seems to be a kind of administartional omerta. This behaviour, to my understanding is not only violating the Europeasn Social Carta but also the European Carta of Citizens Rights.
